on the
U.S. National Broadband Plan
With the release of the National Broadband Plan in March, interested observers from all over the world are beginning to weigh in. We'll hear from key observers from nations that have also sought to enhance and expand the availability and deployment of broadband networks.
Telecommunications advocates, policy-makers, journalists, top officials and the general public, all seeking to trade insights on these important issues, are invited to attend this event of the Broadband Breakfast Club, which includes full American and Continental breakfasts, for as little as $45.00, plus a modest registration fee.

Keynote Speaker:
- Pamela Miller, Director General, Telecommunications Policy Branch, Industry Canada
Pamela Miller is responsible for development and maintenance of framework policies, legislation and regulations for telecommunications and radiocommunication; for consideration of appeals of CRTC decisions to Governor in Council; and for development, coordination and representation of Canadian telecom/spectrum policies, strategies and interests internationally. Pamela has worked in information and telecommunications policy since 1998. Accomplishments in telecommunications include the Policy Direction to the CRTC and variances of CRTC decisions as well as leadership in electronic commerce, broadband policy development and initiatives. Previously, she was Director of Strategic Policy and Planning in the Spectrum, Information Technologies and Telecommunications Sector, Director of Service Strategy at Treasury Board Secretariat and policy analysis for a wide range of areas from automotive, to aboriginal economic development, and marketplace frameworks. Pamela holds an MA from the University of Toronto (History), an MPA from Carleton University and an MBA from Ottawa University.

- Blair Levin, Senior Fellow, Communications and Society Program, Aspen Institute
Blair Levin currently is a Senior Fellow at the Aspen Institute in the Communications and Society Program. Previously, he was the Executive Director of the Omnibus Broadband Initiative at the Federal Communications Commission. In that role, he oversaw the development of the US National Broadband Plan, a project mandated by Congress in the America Recovery and Reinvestment Act. Mr. Levin rejoined the Commission in 2009 after eight years as an analyst at Legg Mason and Stifel Nicolaus. Previously, Mr. Levin served as Chief of Staff to FCC Chairman Reed Hundt from December 1993 through October 1997. Mr. Levin oversaw, among other matters, the implementation of the historic 1996 Telecommunications Reform Act, the first spectrum auctions, the development of digital television standards, and the Commission's Internet initiative. Prior to his position with the FCC, Mr. Levin was a partner in the North Carolina law firm of Parker, Poe, Adams and Bernstein, where he represented new communications ventures, as well as numerous local governments on public financing issues. He is a summa cum laude graduate of Yale College and Yale Law School.
- Young K. Noh, Minister-Counselor, Korean Embassy
Minister-Counselor Noh has worked in the Ministry of Information and Communications (Now Korea Communication Commission) of the Republic of Korea for 25 years. He is a trained policy analyst in the IT field. He graduated Colorado University at Boulder and received an MS degree inTelecommunications. When the Korean Government introduced competition into the telecommunication market in the early ‘90s, he contributed to drafting the competition policy framework as deputy director of the telecom policy bureau. He also participated as a director in drafting Korea’s masterplan for Informatization-Broadband deployment, adoption and usage, which is similar to the National Broadband Plan of the FCC. When he became a Director General of the International Cooperation Bureau, helped develop cooperative relationships between Korea and the developing countries. He has been serving in the Korean Embassy in Washington DC as an Information and Communication minister-counselor since August 2007.
- Robin Twyman, First Secretary for Trade and Business Affairs, British Foreign and Commonwealth Office
Robin Twyman has been First Secretary (Trade Policy, Business Affairs and Agriculture) at the British Embassy since July 2009 where he has responsibility for ICT issues and intellectual property..Robin joined the Foreign and Commonwealth Office (FCO) in 1987. His diplomatic career has seen him serve overseas tours in Harare, Zimbabwe (1989-1992), and Geneva, Switzerland (2001-2006), plus short overseas tours in Mozambique, Mauritius, Russia, Abu Dhabi, Israel, Jordan, DR Congo, Albania, Zambia, Qatar, Nigeria, Syria, and Yemen. Robin’s assignments have covered a wide range of duties. In Geneva, Robin was a UK delegate to the World Trade Organisation, where his portfolio included the Doha Trade Round’s agriculture negotiations, and trade disputes. Whilst there, he was elected to serve as a chair on one of the WTO’s sub-committees. In the FCO in London, Robin has been a Foreign Office Press Officer (1999-2001), Horn of Africa desk officer, a manager for the UK’s Afghanistan Counter Narcotics programme, and headed up the UK’s South Atlantic Overseas Territories team.
- Reinhard Wieck, Managing Director, Washington Office, Deutsche Telekom
Reinhard Wieck is Managing Director of Deutsche Telekom's Washington DC Office, representing Deutsche Telekom AG, parent company of T-Mobile USA, before the US authorities and other relevant entities. He also provides regulatory and legal advice to DT Group Headquarters on US business projects and operations. Reinhard Wieck joined Deutsche Telekom in 1992 and has held various executive functions at Group Headquarters in the Corporate and Regulatory Strategy, Competition Policy and Public & Regulatory Affairs Division. Before joining Deutsche Telekom, he was an Associate Fellow at the Departments of Law and Economics at the University of Pennsylvania and a Senior Economist at the Max-Planck Institute for International and Foreign Private Law in Hamburg. Reinhard Wieck has extensive experience regarding privatization and deregulation of network industries.
